Academic: Bachelor of Laws (Zambia, 1976); Advocate of the High Court for Zambia (1977); Course for Government Legal Officers (Undertaken at what is now the Sir William Dale Institute of Legislative Studies in the University of London, Jan – May 1979); Master of Laws in Legislation (Ottawa, 1987); Master of Laws (Zambia, 1989), one of my two mega-subjects being Constitutional Law. I also taught constitutional law as well as legal research and writing at the University of the West Indies Centre in the British Virgin Islands, as well as constitutional law on a part-time basis at the University of Zambia for some years.

Professional: I was a long-term consultant for the Commonwealth Fund for Technical Cooperation in Georgetown, Guyana, as Principal Parliamentary Counsel; National Expert (Legislative Drafting), on two World Bank projects in Zambia, the Financial and Legal Management Upgrading Project (FILMUP) and Education Sector Development Programme (ESDP); and Chief Parliamentary Draftsman for Zambia. I have also drafted laws full-time in the British Virgin Islands and the Cayman Islands, and undertaken short-term consultancies drafting laws.

Publications: I have published papers on legislative drafting, constitutional law, criminal law, trade union law and other areas in the UK , Germany , South Africa , the Caribbean, Zimbabwe , Zambia and other places. The journals in which I have published include the Statute Law Review (published by the Statute Law Society and Oxford University Press), International and International Law Quarterly of Southern Africa (University of Pretoria), South African Law Journal (University of the Witwatersrand), Zambia Law Journal, Zimbabwe Law Journal, Lesotho Law Journal, Commonwealth Judicial Journal, Caribbean Law Review, and Commonwealth Law Bulletin.

Interests: I love playing the guitar and watching sports including soccer, basketball, American football, tennis and swimming. I am also interested in advancing my basic knowledge of French which I have studied from time to time including when I studied at the University of Ottawa.
