Education

1956 - 1963:  Attended St George's College, Harare, Zimbabwe.  Left with Higher School Certificate ("A" Level)

1964 - 1968:  Attended the University of Cape Town, South Africa.  Was awarded a B. Com., LL.B. degree.

  • Registered legal practitioner, Zimbabwe (admitted as an advocate of the High Court, Rhodesia, in 1970).

Professional experience

1969 - 1970:  Served as public prosecutor in Rhodesia (now Zimbabwe), representing the State in criminal cases in the magistrates and regional magistrates courts.

1971:  Served as public prosecutor in the Attorney-General's Office, rep­re­senting the State in criminal trials and appeals in the General and Appellate Divisions of the High Court (now the High Court and the Supreme Court).

1972 - 1979:  Served in the legal advice division of the Attorney-General's Office, giving advice to government departments and drafting subsidiary legislation (i.e. regulations, by-laws and other government notices).  Occasionally I appeared for the State in civil and criminal cases in the General and Appellate Divisions of the High Court.

1979 - 1989:  Served as deputy to the then Director of Legal Drafting.  This involved drafting Bills for enactment in Parliament, as well as other forms of legislation.  Duties included supervising and instructing trainee drafters.

1989 (March) to 2000:  Served as Director of Legal Drafting.  Responsible for the preparation of all government legislation, including Bills and subordinate legislation, and giving advice relating to that legislation.  Also responsible for supervising and training the drafters in the division of legal drafting.

2000 (31st July):  Resigned from the Public Service, having given three months' notice, as a result of the Government's disregard for the rule of law.

Civil service grades

At the time of resignation held the post of Director of Legal Drafting, which was a a grade ranking below Permanent Secretary of a Ministry and slightly above that of Deputy Secretary.

Additional professional activities

1975 -1982:  Edited the Rhodesian and then the Zimbabwe Law Reports.

1988 - 1997:  Principal contributor to the Bulletin of Zimbabwean Law.

Professional memberships

1970 to present:  Member of the Bar Association of Zimbabwe.

1983 to present:  Member of the Bar Council of Zimbabwe.

1990 to present:  Member of the Law Society of Zimbabwe.
