This course is for staff of Australian government agencies who draft, or are likely to draft, instruments that are not tied to OPC. It is a full day course conducted at OPC's premises and presented by professional drafters. Course materials are provided.
In this course, participants will gain deeper insight into drafting instruments. The course focuses on legislative instruments, but it is also relevant for notifiable instruments and other non-legislative instruments such as appointments, authorisations and delegations. It builds on the Instruments Drafting Course 1 and is designed to equip agencies who choose to draft instruments in-house with the necessary skills to ensure the instruments are effective, valid and clear. It is hands-on, with opportunities for participants to draft instruments.
The course covers the following topics:
Foundational matters, including the Constitution and Acts of general application
Working within the enabling legislation
Issues around sub-delegation
How to draft provisions
Services and assistance that OPC can provide
Cost
The course costs $900 per individual (GST not applicable). Morning and afternoon tea is provided.
Eligibility
Please note that only staff of Australian government agencies are eligible to attend these courses.
The content covered by the Legislation Process Course, Legislative Design Course and Instruments Drafting Course 1 is assumed knowledge. We strongly recommend that participants complete these courses (or have substantial experience in drafting instruments) prior to enrolling in this course.
